I am directed by Mr. Secretary Hall to transmit to you, to be laid before the Army Council, a copy of a despatch with enclosures, from the Governor of Hong Kong, reporting on the ceremonies attending his arrival in the Colony and the resumption of Civil Administration.

Mr. Hall wishes to associate
himself with the tributes which are paid to Vice-Admiral Sir Cecil Harcourt in this despatch and its enclosures on the invaluable services which he has rendered whilst in command of the Military Administration of the Colony.
3.
A similar letter is being sent
to the Admiralty.
